Avec une fr\u00e9quentation faible, des creux de desserte, des haltes \u00e9loign\u00e9es, un manque de fiabilit\u00e9 et de robustesse, cette ligne est une vraie d\u00e9ception. Il y a pourtant de vrais regrets \u00e0 avoir, car au lieu de la restaurer en 2010, il aurait \u00e9t\u00e9 plus utile de la remplacer par un tramway compact cadenc\u00e9 aux 30 minutes, reprenant les emprises ferroviaires et desservant les centres des villes et villages. Il y avait ainsi moyen de satisfaire aux besoins de transport de la population de Pau \u00e0 Bidos et de d\u00e9velopper les villages travers\u00e9s par la venue de nouveaux habitants se d\u00e9pla\u00e7ant \u00e0 Pau quotidiennement pour le travail.<\/span><\/p><p><span style=\"color: #ff9900;\">Version initiale du 8 septembre 2021, derni\u00e8re mise \u00e0 jour au 8 mars 2022<\/span><\/p><p><strong>Une fr\u00e9quentation des voyageurs bien faible<\/strong><\/p><p>\u00a0La fr\u00e9quentation de Pau \u00e0 Oloron-Sainte-Marie avec ses 400 \u00e0 500 voyageurs par jour est bien faible pour une ville moyenne de 16\u00a0550 habitants reli\u00e9e \u00e0 une agglom\u00e9ration de 200\u00a0401 habitants et passant par les villes interm\u00e9diaires de Juran\u00e7on avec ses 7 098 habitants et Gan avec ses 5\u00a0565 habitants. En semaine, les 16 circulations constitu\u00e9es de 8 allers-retours par jour avec des creux de dessertes de 3h en matin\u00e9e et de 2h en apr\u00e8s-midi ne permettent pas de capter une chalandise cons\u00e9quente.<\/p><p>\u00a0<strong>Des villes comparables avec des fr\u00e9quentations plus importantes<\/strong><\/p><p><strong>\u00a0<\/strong>Il est possible de faire une comparaison succincte avec des villes dont les gares se situent \u00e0 l\u2019extr\u00e9mit\u00e9 de lignes desservies par des voies uniques pour la plupart. Ces villes peuvent \u00eatre des villes touristiques mais aussi des villes proches d\u2019agglom\u00e9rations plus importantes. border-left: none; width: 46pt;\" width=\"61\">380%<\/td><\/tr><\/tbody><\/table>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-118e582 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"118e582\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-c619615\" data-id=\"c619615\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-116fb03 elementor-widget elementor-widget-text-editor\" data-id=\"116fb03\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>En prenant en compte ces diff\u00e9rentes villes, on remarque que\u00a0:<\/p><ul><li>les villes de la R\u00e9gion Nouvelle-Aquitaine d\u2019Auch, Royan, Mont-de-Marsan ont des fr\u00e9quentation de 15 \u00e0 60% plus \u00e9lev\u00e9e par rapport au nombre d\u2019habitants\u00a0;<\/li><li>des villes touristiques telles que Saint-Malo, Les Sables-d\u2019Olonne, Granville, Quiberon ont des fr\u00e9quentations tr\u00e8s saisonni\u00e8res li\u00e9es au transport ferroviaire\u00a0;<\/li><li>des villes comme Dieppe et Givet qui sont en bout de ligne attirent consid\u00e9rablement plus les voyageurs\u00a0;<\/li><li>la petite ville de Loches, situ\u00e9e \u00e0 42km de Tours, a 2 \u00e0 3 fois plus de voyageurs pour une population 3 fois moindre\u00a0;<\/li><li>une ville de population identique comme Brian\u00e7on attire deux fois plus de voyageurs.<\/li><\/ul><p>\u00a0On s\u2019aper\u00e7oit que\u00a0:<\/p><ul><li>le qualificatif de touristique d\u2019Oloron-Sainte-Marie et de la vall\u00e9e d\u2019Aspe est quelque peu usurp\u00e9, certes il y a du passage pour se rendre chez Lindt ou rejoindre l\u2019Espagne, il y a bien quelques randonneurs et cyclistes, mais ce tourisme est faible par rapport \u00e0 d\u2019autres vall\u00e9es voisines telle que la vall\u00e9e d\u2019Ossau\u00a0:<\/li><li>\u00e0 Oloron-Sainte-Marie et en vall\u00e9e d\u2019Aspe, le tourisme ne se fait pas par le transport ferroviaire mais par la voiture\u00a0;<\/li><li>sur les d\u00e9placements pendulaires, le train n\u2019attire manifestement pas beaucoup.<\/li><\/ul><p><strong>\u00a0Un \u00e9vitement qui ne sera pas miraculeux<\/strong><\/p><p>\u00a0Le type d\u2019exploitation en voie unique et CAPI (Cantonnement Assist\u00e9 Par Informatique) permet difficilement d\u2019augmenter le nombre de circulations. Ce nombre de circulations bien faible est pourtant trop \u00e9lev\u00e9 au regard des capacit\u00e9s de ce type d\u2019exploitation d\u2019o\u00f9 une demande de d\u00e9rogation \u00e0 l\u2019EPSF (Etablissement Public de S\u00e9curit\u00e9 Ferroviaire) qui doit \u00eatre renouvel\u00e9e annuellement. On se doute que l\u2019EPSF attribue sa d\u00e9rogation \u00e0 la condition de trouver une solution p\u00e9renne.<\/p><p>\u00a0C\u2019est pourquoi une hypoth\u00e8se de plus en plus envisag\u00e9e consiste \u00e0 r\u00e9aliser un \u00e9vitement \u00e0 Buzy avec un changement d\u2019exploitation de type block manuel ou automatique [2] [3]. M\u00eame s\u2019il permettrait d\u2019am\u00e9liorer la situation de la desserte, cet \u00e9vitement et ce changement d\u2019exploitation ne seront pas la solution miracle. En effet, des dessertes \u00e0 l\u2019heure aux pointes et contre-pointes et de 1h30 \u00e0 2h00 en journ\u00e9e permettrait d\u2019avoir, au mieux, 24 circulations en semaine constitu\u00e9es de 12 allers-retours par jour. Ce ne sont pas la r\u00e9alisation de cette voie d\u2019\u00e9vitement et ce changement d\u2019exploitation qui permettront de fondamentalement modifier les choses en permettant le croisement des trains.<\/p><p>\u00a0Tout ceci \u00e0 condition bien s\u00fbr que le gestionnaire d\u2019infrastructure accepte de r\u00e9aliser les travaux et que l\u2019exploitant accepte de proposer autant de circulations. On voit mal le gestionnaire d\u2019infrastructure mettre quelques millions d\u2019euros pour installer une commande de block manuel ou automatique puis supprimer celle-ci quelques ann\u00e9es plus tard pour passer en ERTMS niveau 1 tel qu\u2019envisag\u00e9 par les \u00e9tudes de convergence [4], sachant que l\u2019ERTMS en niveau 1 n\u2019apporte que peu de plus-value par rapport \u00e0 une commande de block manuel ou automatique.<\/p><p><strong>\u00a0Un constat d\u2019\u00e9chec<\/strong><\/p><p>\u00a0Formellement, cette ligne ferroviaire est mal faite, mal desservie, mal g\u00e9r\u00e9e&#8230; Elle n\u2019attire pas\u00a0! Est-ce le cadencement insuffisant\u00a0? les horaires mal adapt\u00e9s\u00a0? les gares \u00e9loign\u00e9es des centres-villes\u00a0? les automotrices thermiques X73500 peu agr\u00e9ables et peu confortables\u00a0? le manque de fiabilit\u00e9 et de robustesse\u00a0? la dur\u00e9e importante du trajet\u00a0? A ce propos, les nombreuses demandes d\u2019augmenter la vitesse des trains pour diminuer la dur\u00e9e des trajets \u00e0 30 minutes sont toujours rest\u00e9es lettre morte [5] [6]. C\u2019est donc certainement un peu de tout cela qui explique la d\u00e9saffection, mais surtout le sentiment que dans cette vall\u00e9e, le train n\u2019est pas une alternative \u00e0 la voiture car, hors la voiture particuli\u00e8re, il est difficile de se d\u00e9placer. Toute personne ayant les moyens de conduire poss\u00e8de son v\u00e9hicule et ne voit donc pas l\u2019int\u00e9r\u00eat d\u2019utiliser le train. L\u2019on prend son v\u00e9hicule pour se d\u00e9placer dans les villages, pour aller \u00e0 son travail, pour faire ses achats, pour se rendre \u00e0 Pau\u2026 Il est d\u2019ailleurs fort \u00e0 parier que la situation empirera une fois que l\u2019autoroute de Lescar au Gabarn sera r\u00e9alis\u00e9e.<\/p><p>\u00a0Finalement, ne prennent le train que ceux qui ne sont pas motoris\u00e9s ou qui y voit un gain de temps appr\u00e9ciable, c\u2019est \u00e0 dire peu de monde. En d\u00e9finitive cette ligne ferroviaire, malgr\u00e9 tous les investissements consentis, est une v\u00e9ritable d\u00e9ception\u2026<\/p><p>\u00a0<strong>Beaucoup de regrets<\/strong><\/p><p>\u00a0Et pourtant, il y a beaucoup de regrets \u00e0 avoir. En effet en 2010, plut\u00f4t que de r\u00e9nover la voie et d\u2019enlever d\u00e9finitivement les cat\u00e9naires, il y avait certainement mieux \u00e0 faire. Si la volont\u00e9 politique avait \u00e9t\u00e9 l\u00e0, il y avait l\u2019occasion de transformer cette voie ferroviaire en voie tramway fonctionnant sous le r\u00e9gime de la marche \u00e0 vue.<\/p><p>Un tramway desservant Pau, puis passant par le Pont du 14 Juillet afin d\u2019\u00e9viter le pont polygonal qui accuse d\u00e9j\u00e0 des signes de fatigue, puis reprenant les emprises ferroviaires actuelles en roulant \u00e0 70km\/h en campagne, en en sortant pour desservir les centres-villes de Juran\u00e7on, Gan, Buzy, Buziet, Ogeu-les-Bains, Herr\u00e8re, les quartiers Notre-Dame, Sainte-Croix et Sainte-Marie d\u2019Oloron-Sainte-Marie puis se terminant \u00e0 Bidos aurait certainement \u00e9t\u00e9 un vrai succ\u00e8s. Ce tramway aurait pu assurer des missions toutes les 15 minutes vers Juran\u00e7on et Gan et toutes les 30 minutes vers Oloron-Sainte-Marie, avec \u00e9ventuellement une boucle interne \u00e0 Oloron-Sainte-Marie cadenc\u00e9e aux 15 minutes. Une remise \u00e0 niveau de la plateforme de Buzy \u00e0 Laruns et aux Eaux-Bonnes aurait pu \u00eatre envisag\u00e9e, ce qui aurait certainement \u00e9t\u00e9 plus utile que d\u2019utiliser cette ancienne voie ferr\u00e9e en voie verte qui n\u2019int\u00e9resse que bien peu de monde. Un mat\u00e9riel roulant de type tramway compact avec un am\u00e9nagement comprenant une majorit\u00e9 de places assises aurait \u00e9t\u00e9 l\u2019id\u00e9al.<\/p><p>\u00a0Ce type de liaison par r\u00e9-emprunt des emprises ferroviaires est d\u2019actualit\u00e9. C\u2019est le cas \u00e0 Aubagne avec le prolongement prochain de l\u2019actuel tramway sur la ligne de Valdonne, de la r\u00e9alisation d\u2019une liaison par tramway du Havre \u00e0 Montivilliers par Rolleville, de la r\u00e9alisation du tramway d\u2019Annecy. Pau et Oloron-Sainte-Marie ont rat\u00e9 l\u2018occasion d\u2019\u00eatre les pionniers de ce type de tramways beaucoup utilis\u00e9s dans les pays d\u2019Europe de l\u2019Est. \u00a0<\/p><p>\u00a0Une telle liaison n\u2019aurait eu que des avantages\u00a0: dessertes des centres-villes, cadencement aux 15 \u00e0 30 minutes, services t\u00f4t le matin et tard le soir, confort du mat\u00e9riel \u00e9lectrique, pas de n\u00e9cessit\u00e9 d\u2019am\u00e9nager les passages \u00e0 niveaux de cam\u00e9ras pour satisfaire \u00e0 la d\u00e9rogation de la directive Bussereau, pas de n\u00e9cessit\u00e9 de supprimer le passage \u00e0 niveau d\u2019Herr\u00e8re, pas de n\u00e9cessit\u00e9 de r\u00e9nover le pont polygonal, pas de besoin de faire une plate-forme apte \u00e0 une charge \u00e0 l\u2019essieu de 22,5t, plus grande robustesse et fiabilit\u00e9\u2026 Donc, avec des investissements mieux cibl\u00e9s, des co\u00fbts d\u2019investissement et d\u2019exploitation moindres, il y avait moyen de satisfaire aux besoins de transport de la population de Pau \u00e0 Bidos et de d\u00e9velopper les villages travers\u00e9s par la venue de nouveaux habitants se d\u00e9pla\u00e7ant \u00e0 Pau quotidiennement pour le travail.<\/p><p>\u00a0Malheureusement, une telle solution technique signifiait en finir d\u00e9finitivement avec la ligne Pau \u2013 Canfranc \u2013 Saragosse\u00a0: une ignominie pour nos politiciens locaux qui pr\u00e9f\u00e8reront toujours des trains, quitte \u00e0 ce qu\u2019ils voyagent \u00e0 vide, plut\u00f4t que de renier leurs id\u00e9aux, m\u00eame si ces derniers sont fonci\u00e8rement mauvais.<\/p><p><strong>\u00a0Quelques r\u00e9f\u00e9rences<\/strong><\/p><p>[1] : Fr\u00e9quentation en gares &#8211; <a href=\"https:\/\/ressources.data.sncf.com\/\">https:\/\/ressources.data.sncf.com\/<\/a> &#8211; SNCF Gares et Connexions \u2013 3 septembre 2021<\/p><p>[2]\u00a0: Gare de Buzy : l\u2019\u00e9vitement qui pourrait tout changer &#8211; Olivier Bonnefon \u2013 Sud-Ouest \u2013 4 mars 2019<\/p><p>[3]\u00a0: Ligne Pau-Oloron\u00a0: la R\u00e9gion veut r\u00e9activer le croisement de Buzy \u2013 Gildas Bo\u00ebnnec \u2013 La R\u00e9publique des Pyr\u00e9n\u00e9es \u2013 31 d\u00e9cembre 2020<\/p><p>[4] : Superando las conexiones perdidas entre Espa\u00f1a y Francia: Estudios para la rehabilitaci\u00f3n de la secci\u00f3n ferroviaria Transfronteriza Pau-Zaragoza &#8211; 7.
