Le sommet des paradoxes est en tout cas dans les deux massifs et il semble bien que cette v\u00e9rit\u00e9 soit au-del\u00e0 des Pyr\u00e9n\u00e9es et donc au de\u00e7\u00e0 des Alpes. En effet, \u00e0 l\u2019heure o\u00f9 les Etats fran\u00e7ais et italiens construisent un tunnel de base pour relier Lyon \u00e0 Turin et enfin, abandonner l\u2018exploitation contraignante du tunnel de fa\u00eete du Mont-Cenis, nos politiciens locaux \u0153uvrent pour rouvrir le tunnel de fa\u00eete du Somport alors qu\u2019il existe d\u00e9j\u00e0 un tunnel de base au travers des Pyr\u00e9n\u00e9es, le tunnel du Perthus qui relie Perpignan \u00e0 Figueras.<\/p><p><strong><span style=\"color: #0000ff;\">R\u00e9sum\u00e9 de l&#8217;article<\/span><\/strong><\/p><p><span style=\"color: #0000ff;\">Cet article analyse le paradoxe de la r\u00e9ouverture du tunnel du Somport \u00e0 l\u2019heure o\u00f9 tout est fait pour fermer le tunnel du Mont-Cenis. Bien que la ligne de la Maurienne soit moins difficile que la ligne Pau \u2013 Canfranc \u2013 Saragosse, tous les chargeurs et exploitants s\u2019accordent \u00e0 la fermer au plus vite en raison des limites appliqu\u00e9es aux circulations fret et les contraintes de s\u00e9curit\u00e9 toujours plus exigeantes. La comparaison entre les caract\u00e9ristiques des deux lignes ferroviaires montre que la ligne Pau \u2013 Canfranc \u2013 Saragosse cumule des handicaps techniques bien pires qui p\u00e8seront sur l\u2019exploitation et rebuteront les chargeurs et exploitants \u00e0 l\u2019utiliser.<\/span><\/p><p><span style=\"color: #ff9900;\">Version initiale du 14 octobre 2021, derni\u00e8re mise \u00e0 jour au 8 mars 2022<\/span><\/p><p><strong>Historique du tunnel de fa\u00eete du Mont-Cenis<\/strong><\/p><p>Le tunnel ferroviaire du Mont-Cenis a \u00e9t\u00e9 creus\u00e9 de 1857 \u00e0 1870. Il relie la vall\u00e9e de la Maurienne \u00e0 la vall\u00e9e de Suse et donc Lyon \u00e0 Turin. Transform\u00e9 et modifi\u00e9 \u00e0 plusieurs reprises, il d\u00e9veloppe une longueur totale de 13,7km \u00e0 une altitude d\u2019environ 1\u00a0200m. Il fut \u00e0 son inauguration en 1871 le plus long tunnel ferroviaire du monde. C\u2019est en 1882 que ce record f\u00fbt battu avec l\u2019inauguration du tunnel ferroviaire du Saint-Gothard de 15,0km de longueur. A noter que de tr\u00e8s nombreux ouvriers d\u00e9c\u00e9d\u00e8rent lors de la construction de ces deux tunnels dont l\u2019ing\u00e9nieur en chef Louis Favre qui mourut d\u2019une rupture d\u2019an\u00e9vrisme dans le tunnel du Saint-Gothard. Ces \u00e9v\u00e9nements engendr\u00e8rent un vrai traumatisme parmi les ing\u00e9nieurs constructeurs de tunnels, et c\u2019est pourquoi, par la suite, il fut d\u00e9cid\u00e9 de ne plus faire de tunnels aussi longs tant que les techniques de forage ne se seraient pas am\u00e9lior\u00e9es. Ceci est l\u2019une des explications du passage du transpyr\u00e9n\u00e9en par la vall\u00e9e d\u2019Aspe, la longueur du tunnel du Somport \u00e9tant limit\u00e9e, l\u00e0 o\u00f9 d\u2019autres passages par les Pyr\u00e9n\u00e9es auraient \u00e9t\u00e9 moins contraignants en altitude, en d\u00e9clivit\u00e9 et rayons de courbures, mais \u00e0 la condition de creuser un plus long tunnel. Par la suite, le tunnel du Mont-Cenis a \u00e9t\u00e9 \u00e9lectrifi\u00e9 en 1915 puis mis au gabarit GB1 en 2010 afin d\u2019accueillir l\u2019autoroute ferroviaire alpine.<\/p><p><strong>Caract\u00e9ristiques des lignes de la Maurienne et du Fr\u00e9jus<\/strong><\/p><p>Les lignes de la Maurienne, versant fran\u00e7ais, et du Fr\u00e9jus, versant italien, sont des lignes \u00e0 double voie qui relient Culoz \u00e0 Orbassano par le tunnel du Mont-Cenis. Ces lignes pr\u00e9sentent des d\u00e9clivit\u00e9s maximales de 30\u2030 et des rayons de courbures de plus de 800m, ce qui fait que la d\u00e9clivit\u00e9 maximale corrig\u00e9e est de 34\u2030. Le d\u00e9nivel\u00e9 de la ligne de la Maurienne est de 500m sur 27km, le d\u00e9nivel\u00e9 de la ligne du Fr\u00e9jus est de 800m sur 42km. La ligne de la Maurienne est \u00e9lectrifi\u00e9e \u00e0 la tension de 1\u00a0500V<sub>CC<\/sub>, la ligne du Fr\u00e9jus ainsi que le tunnel du Mont-Cenis sont \u00e9lectrifi\u00e9s \u00e0 la tension de 3\u00a0000V<sub>CC<\/sub>. Ces lignes accueillent les circulations des TGV entre Paris et Milan, les TER entre Modane et Turin, les trains de fret et les autoroutes ferroviaires alpines entre Aiton et Orbassano ainsi qu\u2019entre Calais et Orbassano.<\/p><p><strong>Limites appliqu\u00e9es aux circulations de fret<\/strong><\/p><p>Afin de tenir compte de ces caract\u00e9ristiques techniques, les op\u00e9rateurs de fret ferroviaire doivent utiliser des locomotives puissantes, souvent doubl\u00e9es en t\u00eate de convoi. De plus, pour limiter la r\u00e9sistance des attelages, il est parfois n\u00e9cessaire d\u2019atteler une locomotive de pousse en synchronisation des locomotives de t\u00eate. Avec ces contraintes, les trains de fret sont limit\u00e9s \u00e0 600m et \u00e0 un tonnage brut de 1\u00a0600t \u00e0 la mont\u00e9e sur le versant fran\u00e7ais, et \u00e0 550m et 1\u00a0300t \u00e0 la mont\u00e9e sur le versant italien et ceci avec des vitesses d\u2019exploitation maximales de 80km\/h \u00e0 la mont\u00e9e et de 50km\/h \u00e0 la descente [1]. Les nombreuses plages de travaux n\u00e9cessaires de par la v\u00e9tust\u00e9 de la ligne et du tunnel et par les cons\u00e9quences li\u00e9es aux conditions climatiques extr\u00eames p\u00e9nalisent \u00e9galement les temps de parcours et les sillons disponibles. Ces diff\u00e9rentes contraintes de longueur des trains, tonnages maximaux, vitesse, fiabilit\u00e9, r\u00e9gularit\u00e9, plages de travaux, raret\u00e9 des sillons expliquent l\u2019impatience des op\u00e9rateurs de fret ferroviaire \u00e0 trouver des solutions alternatives. Il s\u2019ensuit que les co\u00fbts d\u2019exploitation sont 40% plus \u00e9lev\u00e9s \u00e0 ceux d\u2019une ligne de plaine. Ces surco\u00fbts expliquent la baisse constante du trafic de fret passant \u00e0 son pic maximum de 9Mt en 1997 [3] \u00e0 un tonnage transport\u00e9 de 3Mt en 2019 [1], et ceci au b\u00e9n\u00e9fice du transport routier. C\u2019est pourquoi et de plus en plus, seuls les flux captifs qui ne peuvent passer par la voie routi\u00e8re, sont achemin\u00e9s par ces lignes\u00a0: automobiles, c\u00e9r\u00e9ales, sid\u00e9rurgie, produits chimiques\u2026 Le fret ferroviaire est ainsi de moins en moins comp\u00e9titif et est fortement concurrenc\u00e9 par le transport routier, plus souple et plus \u00e9conomique.<\/p><p><strong>Contraintes de s\u00e9curit\u00e9 sur l\u2019exploitation<\/strong><\/p><p>Ce tunnel du Mont-Cenis est un tunnel monotube d\u00e9pourvu de syst\u00e8me d\u2019\u00e9vacuation et de syst\u00e8me de ventilation qui s\u2019av\u00e8rent d\u00e9sormais n\u00e9cessaires en cas d\u2019incident. Pour des raisons \u00e9videntes de s\u00e9curit\u00e9, il ne pourra pas \u00eatre exploit\u00e9 en l\u2019\u00e9tat tr\u00e8s longtemps et une mise en conformit\u00e9 aux normes actuelles n\u2019est s\u00e9rieusement pas envisageable. Une premi\u00e8re contrainte est arriv\u00e9e en 2016 avec l\u2019interdiction de croisement d\u2019un train de fret avec un train de voyageurs \u00e0 l\u2019int\u00e9rieur du tunnel. A terme, il est possible que ne soit autoris\u00e9 qu\u2019un seul train dans le tunnel \u00e0 chaque instant pour \u00e9viter tout croisement. Gr\u00e2ce \u00e0 ce tunnel et \u00e0 tous les am\u00e9nagements ferroviaires en amont et en aval, tels que la construction d\u2019une ligne nouvelle mixte fret et voyageurs, l\u2019\u00e9vitement de Chamb\u00e9ry, les diff\u00e9rents tunnels au travers des massifs alpins, la capacit\u00e9 de la ligne passera \u00e0 344 trains de fret et de voyageurs par jour, ce qui permettra de raccourcir les dur\u00e9es des trajets entre Paris et Milan, Barcelone et Milan, de transf\u00e9rer environ 1 million de poids-lourds de la route vers le rail chaque ann\u00e9e, et de rendre le fret ferroviaire comp\u00e9titif face \u00e0 la route. Cette nouvelle liaison ferroviaire sera un maillon strat\u00e9gique au centre du corridor m\u00e9diterran\u00e9en qui reliera les grandes agglom\u00e9rations de l\u2019est de l\u2019Europe (Budapest, Ljubljana, Venise, Milan) aux grandes agglom\u00e9rations de la c\u00f4te m\u00e9diterran\u00e9enne (Marseille, Barcelone, Saragosse, Valence, S\u00e9ville, Madrid) [2]. Ce sera un v\u00e9ritable changement d\u2019\u00e9chelle qui profitera \u00e0 toutes les vall\u00e9es alpines par le transfert des camions vers le rail et \u00e0 toutes les liaisons au sud de l\u2019Europe.<\/p><p><strong>Les diff\u00e9rences de caract\u00e9ristiques avec la ligne Pau &#8211; Canfranc &#8211; Saragosse<\/strong><\/p><p>Vouloir rouvrir la ligne Pau &#8211; Canfranc &#8211; Saragosse et le tunnel ferroviaire du Somport appara\u00eet comme un non-sens au regard de ce qui se d\u00e9roule dans les Alpes. Les infrastructures de la ligne Pau &#8211; Canfranc &#8211; Saragosse sont pires que celles des lignes de la Maurienne et du Fr\u00e9jus, et pourtant rien ne rebute nos politiciens locaux \u00e0 souhaiter rouvrir cette ligne. Le probl\u00e8me n\u2019est pourtant pas nouveau\u00a0: d\u00e9j\u00e0 en 1906, l\u2019ing\u00e9nieur des Arts et Manufactures Pierre Isidore Juppont (1860-1948) ne disait -il pas en parlant de la ligne de Pau \u00e0 Canfranc [4] page 209 : &#8220;S&#8217;il fallait un dernier argument pour prouver que les voies pr\u00e9vues \u00e0 la convention de 1904 ne permettront pas le grand trafic, nous rappellerions que les rampes d&#8217;acc\u00e8s au Mont-Cenis (1857-1875) sont de 30 millim\u00e8tres par m\u00e8tre; qu&#8217;au Saint-Gothard (1873-1880), elles ont \u00e9t\u00e9 abaiss\u00e9es \u00e0 26, et qu&#8217;elles ont \u00e9t\u00e9 r\u00e9duites \u00e0 7 millim\u00e8tres au Simplon.&#8221;<\/p><p>Les diff\u00e9rentes caract\u00e9ristiques n\u00e9cessaires pour faire circuler des trains de fret sont pr\u00e9cis\u00e9es dans le tableau suivant. Concernant la ligne Pau &#8211; Canfranc &#8211; Saragosse, les caract\u00e9ristiques tiennent compte des travaux pr\u00e9vus en 2025, 2030 et 2040 selon le planning pr\u00e9liminaire fourni par les \u00e9tudes de convergence [5] [6]\u00a0:<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-1ccbc86 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"1ccbc86\" r\u00e9aliser les circulations des trains dans les deux sens, les trains seront oblig\u00e9s de stationner sur les voies d\u2019\u00e9vitement parfois durant de longues minutes, le d\u00e9bit sera faible et la robustesse de la ligne en sera souvent affect\u00e9e, ce qui pourra \u00eatre vite jug\u00e9 comme insatisfaisant par les op\u00e9rateurs de fret ferroviaire et poserait des probl\u00e8mes de r\u00e9gularit\u00e9 pour les circulations de voyageurs ;<\/li><li>les d\u00e9clivit\u00e9s corrig\u00e9es de 46,5\u2030 n\u00e9cessiteront syst\u00e9matiquement une ou deux locomotives en t\u00eate et une locomotive en pousse pour limiter la r\u00e9sistance aux attelages tout comme actuellement sur les lignes de la Maurienne et du Fr\u00e9jus ;<\/li><li>la longueur des trains de fret sera de 450m, soit moins que la longueur de 600m sur les lignes de la Maurienne et du Fr\u00e9jus, longueur d\u00e9j\u00e0 jug\u00e9e r\u00e9dhibitoire par les op\u00e9rateurs de fret ferroviaire qui souhaitent une longueur standard de 750m\u00a0;<\/li><li>le tonnage maximal tractable sera de 700 \u00e0 950t, soit moins que le tonnage de 1\u00a0300t sur les lignes de la Maurienne et du Fr\u00e9jus, tonnage d\u00e9j\u00e0 jug\u00e9e r\u00e9dhibitoire par les op\u00e9rateurs de fret ferroviaire qui souhaitent un tonnage minimal de 1\u00a0800t, voire 2\u00a0000t ;<\/li><li>le gabarit sera au standard GB, ce qui est insuffisant pour l\u2019accueil d\u2019une autoroute ferroviaire avec des camions de hauteur P400 en zone de montagne en raison des tol\u00e9rances sur le positionnement de la voie, \u00e0 noter qu\u2019il existe un r\u00e9el risque que les diff\u00e9rents tunnels ne soient pas au gabarit GB1 et donc non aptes \u00e0 la hauteur P400 une fois que les am\u00e9nagements li\u00e9s \u00e0 la s\u00e9curit\u00e9, \u00e0 la ventilation et \u00e0 l\u2019\u00e9lectrification seront r\u00e9alis\u00e9s.<\/li><\/ul><p>Ajoutons \u00e0 ces caract\u00e9ristiques, les difficult\u00e9s suppl\u00e9mentaires suivantes\u00a0:<\/p><ul><li>le n\u00e9cessaire rebroussement en gare de Pau pour tous les trains de fret souhaitant se diriger vers Hendaye ou Bordeaux\u00a0;<\/li><li>la n\u00e9cessit\u00e9 d\u2019une deuxi\u00e8me locomotive sur la rampe de Capvern pour les trains de fret se dirigeant vers Toulouse.<\/li><\/ul><p>Les op\u00e9rateurs de fret ferroviaire estiment que les co\u00fbts d\u2019exploitation sur les lignes de la Maurienne et du Fr\u00e9jus sont accentu\u00e9s de 40% par rapport \u00e0 une ligne de plaine, il est tout \u00e0 fait concevable de s\u2019attendre certainement \u00e0 une augmentation de 60%, voire plus, des co\u00fbts d\u2019exploitation de la ligne Pau &#8211; Canfranc &#8211; Saragosse par rapport \u00e0 une ligne de plaine.<\/p><p><strong>Vers un \u00e9chec du transport de fret sur la ligne Pau &#8211; Canfranc &#8211; Saragosse<\/strong><\/p><p>La ligne Pau &#8211; Canfranc &#8211; Saragosse cumule de tr\u00e8s nombreux handicaps qui p\u00e8seront sur son exploitation en fret ferroviaire et am\u00e8neront les chargeurs \u00e0 s\u2019interroger avant de confier des marchandises \u00e0 des op\u00e9rateurs de fret ferroviaire utilisant cette ligne.
