Ce service a \u00e9t\u00e9 effectu\u00e9 par la SNCF jusqu\u2019au 31 ao\u00fbt 2009, date \u00e0 laquelle la gestion a \u00e9t\u00e9 reprise par le Conseil R\u00e9gional et d\u00e9l\u00e9gu\u00e9e au transporteur Citram Pyr\u00e9n\u00e9es.<\/p><p>Chaque ann\u00e9e, le d\u00e9l\u00e9gataire Citram Pyr\u00e9n\u00e9es fournit au Conseil R\u00e9gional le bilan chiffr\u00e9 du service avec description d\u00e9taill\u00e9e de la fr\u00e9quentation, des recettes et des charges. De 2010 \u00e0 2016, les d\u00e9lib\u00e9rations du Conseil R\u00e9gional restituaient parfaitement toutes les donn\u00e9es de Citram Pyr\u00e9n\u00e9es. A partir de 2016, et donc de la date de r\u00e9ouverture de la section ferroviaire d\u2019Oloron-Sainte-Marie \u00e0 Bedous, la restitution du Conseil R\u00e9gional est de plus en plus parcimonieuse. Beaucoup d\u2019informations sont manquantes, les donn\u00e9es ne sont plus des donn\u00e9es brutes mais souvent des donn\u00e9es relatives fournies par variations d\u2019une ann\u00e9e \u00e0 l\u2019autre. Tous les arguments sont recevables pour justifier les baisses de fr\u00e9quentation\u00a0: gr\u00e8ves de la SNCF, interruption de la circulation sur la RN 134&#8230; En revanche, la moindre hausse de la fr\u00e9quentation ou des recettes est fortement mise en valeur quitte \u00e0 tronquer la r\u00e9alit\u00e9 en jouant sur les chiffres.<\/p><p>C\u2019est pourquoi, les valeurs de 2010 \u00e0 2016 contenues dans les tableaux ci-dessous sont issues directement des donn\u00e9es du Conseil R\u00e9gional, les valeurs de 2016 \u00e0 2019 contenues dans les tableaux ci-dessous sont reconstitu\u00e9es \u00e0 partir des informations disponibles dans les d\u00e9lib\u00e9rations et peuvent donc \u00eatre sujettes \u00e0 style=\"font-size: 16px;\">5 aller-retours du lundi au vendredi toute l\u2019ann\u00e9e\u00a0;<\/span><\/li><li>3 aller-retours les samedis, dimanches et f\u00eates toute l\u2019ann\u00e9e.<\/li><\/ul><p>Depuis septembre 2016, le service a \u00e9volu\u00e9 et consiste d\u00e9sormais \u00e0 effectuer, soit de Bedous \u00e0 Canfranc en correspondance avec les TER, soit d\u2019Oloron-Sainte-Marie \u00e0 Canfranc\u00a0:<\/p><ul><li>4 aller-retours du lundi au vendredi d\u2019octobre \u00e0 mai ;<\/li><li>6 aller-retours du lundi au vendredi de juin \u00e0 septembre\u00a0;<\/li><li>5 aller-retours les samedis, dimanches et f\u00eates d\u2019octobre \u00e0 mai ;<\/li><li>6 aller-retours les samedis, dimanches et f\u00eates de juin \u00e0 septembre\u00a0;<\/li><\/ul><p>Qui plus est, \u00e0 l\u2019occasion de cette r\u00e9ouverture et en pr\u00e9vision d\u2019un afflux de voyageurs allant jusqu\u2019\u00e0 Canfranc, Citram Pyr\u00e9n\u00e9es a investi dans des autocars de grande capacit\u00e9 avec un niveau d\u2019\u00e9quipement sup\u00e9rieur (wifi, presse papier et num\u00e9rique, rangements ski et v\u00e9lo, information temps r\u00e9el, prises \u00e9lectriques \u00e0 bord).<\/p><p><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-4); color: var(--ast-global-color-3);\">Cependant et malgr\u00e9 le d\u00e9ni de la R\u00e9gion Nouvelle-Aquitaine, les autocars sont tr\u00e8s peu fr\u00e9quent\u00e9s et parfois vides. public \u00e0 Citram Pyr\u00e9n\u00e9es \u00e0 partir du 1er septembre 2021 pour 7 ann\u00e9es se fait avec un budget total estim\u00e9 \u00e0 2 588k\u20ac, soit environ 369 700\u20ac par 360\u00a0000\u20ac par an. Ceux-ci doivent se sentir bien seuls, et lorsqu\u2019il n\u2019y en a aucun, une circonstance tr\u00e8s courante, les conducteurs des autocars doivent \u00eatre d\u00e9sabus\u00e9s et d\u00e9sesp\u00e9r\u00e9s de cette situation.<\/p><p>Une fois de plus, la r\u00e9ouverture de la section d\u2019Oloron-Sainte-Marie \u00e0 Bedous a eu l\u2019effet inverse de ce qui \u00e9tait escompt\u00e9 puisque ce service d\u2019autocar est un rat\u00e9 et un fiasco complet. Certes, il s\u2019agit d\u2019un service public pour desservir les villages de la haute vall\u00e9e d\u2019Aspe, mais un simple service de taxi \u00e0 la demande avec des mini-bus hybrides ou \u00e9lectriques aurait \u00e9t\u00e9 largement suffisant pour couvrir le besoin et \u00e0 un co\u00fbt bien plus raisonnable pour la collectivit\u00e9.
