Il r\u00e9alisa de tr\u00e8s nombreux rapport pour l\u2019Etat sur les mines, les chemins de fer, les installations portuaires, la distribution d&#8217;\u00e9nergie.<\/p><p>Devenu d\u00e9put\u00e9 du Doubs, il fut le rapporteur de la commission d\u2019enqu\u00eate charg\u00e9e d&#8217;examiner le projet de loi portant approbation de la convention entre la France et l&#8217;Espagne du 18 ao\u00fbt 1904 au sujet de la cr\u00e9ation des trois transpyr\u00e9n\u00e9ens. Lui-m\u00eame et cette commission \u00e9taient tr\u00e8s r\u00e9ticents \u00e0 l&#8217;adoption de cette convention. Il estimait que les transpyr\u00e9n\u00e9ens resteraient des lignes locales et que l&#8217;abaissement des barri\u00e8res douani\u00e8res serait bien plus profitable. Il pensait que les minerais et mat\u00e9riaux lourds seraient toujours transport\u00e9s par voie maritime et contesta donc fortement l&#8217;utilit\u00e9 des trois transpyr\u00e9n\u00e9ens projet\u00e9s.
